Regional Planning Panel

About the Regional Planning Panel

Planning panels operate across New South Wales to provide independent, merit-based decision making on regionally significant development. The panels may also have a role in planning proposals, to undertake rezoning reviews or to act as the relevant planning authority. The Joint Regional Planning Panel (JRPP) is appointed by the State Government and relevant local councils. Members determine:

  • Development with a capital investment value over $20 million
  • Development with a capital investment value over $5 million which is:
    • Council related
    • Lodged by or on behalf of the State of New South Wales
    • Private infrastructure and community facilities
    • Eco-tourism facilities
    • Extractive industries, waste facilities and marinas that are designated development, and
    • Certain coastal subdivisions
  • Development with a capital investment value between $10 million and $20 million which is referred to the panel by the applicant after 120 days;
  • Crown development applications (with a capital investment value under $5 million) referred to the panel by the applicant or local council after 70 days from lodgment as undetermined, including where recommended conditions are in dispute.
